The petitioner made application to the town board of the town of North Hempstead for a change of the zoning ordinance, pertaining to petitioner’s property located in the village of Manhasset, from a business zone to an industrial zone. It does not appear that there had been any such industrial zone established. It was, in effect, a petition for new legislation. There was no application for variance because of practical difficulties and unnecessary hardships. A hearing was granted before the town board and substantial opposition developed to any such change.
