MEMORANDUM and ORDER
WALINSKI, District Judge:
This cause was heard on a motion for a preliminary injunction at hearings in Toledo, Ohio, on June 14 and 18, 1974, and in Cleveland, Ohio, on July 1, 1974. Plaintiffs seek to enjoin a referendum which is currently being held among the members of the defendant Great Lakes and Rivers District, Local 47, Masters, Mates and Pilots Union (hereinafter Local 47) on the question whether Local 47 should or should not affiliate with the International Longshoreman’s Association (hereinafter ILA).
