MEMORANDUM OPINION

PAYNE, District Judge.

The plaintiffs are Virginia physicians, medical clinics, and non-profit corporations (the “plaintiffs”) offering reproductive health services and obstetrical and gynecological medical services, including abortions, to women in Charlottesville, Falls Church, Newport News, Norfolk, Richmond, and Roanoke, Virginia, and neighboring counties.
