Dissenting. — I dissent. Ordinarily I doubt the value of a dissenting opinion of any length. The subject matter of the present case, and the interest which attaches to it, both here and elsewhere, make it an exception. Moreover, as the case was originally assigned to me and I prepared an opinion for the consideration of my associates, this dissenting opinion does not involve the expenditure of time and effort which could be better expended on some other case.
