I. BRIEF HISTORICAL BACKGROUND
In the fall of 1987, approximately 80 tenants of this 300-unit luxury building on the upper east side of Manhattan, the recipient of awards for architectural design, joined in a rent *644strike in protest against what they viewed as deteriorating conditions and services. Summary proceedings against about 70 individual tenants were commenced. Ultimately, an order was issued by the Administrative Judge of this court requiring that all of these matters be tried jointly.
