GOODWIN, Circuit Judge.
Plaintiffs seek to enjoin construction of an 11-mile road through the Kadashan watershed of Chichagof Island in southeastern Alaska. The City of Tenakee Springs and the Southeast Alaska Conservation Council allege that the United States Forest Service has not adequately considered environmental impacts of the road construction as required by the National Environmental Policy Act (NEPA), 42 U.S.C. §§ 4321-4361 (1982).
