Defendant, Carl Van Kast, was discharged from his position as a Chicago public school principal for conduct found to be irremediable by plaintiff, the Board of Education of the City of Chicago (the Board). After an administrative hearing, Gerard A. Fowler (Fowler), the hearing officer appointed by the Illinois State Board of Education (ISBE), found Van Kast’s conduct remediable and reversed his discharge.
