Byron Ashley Parker (“Parker” or “appellant”) appeals the District Court’s grant of summary judgment in favor of the Department of Justice (“DOJ”) in his action for disclosure of certain information pursuant to the Freedom of Information Act (“FOIA” or the “Act”), 5 U.S.C. § 552 (1988). Parker v. United States Dep’t of Justice, Civil Action No. 88-0760 (D.D.C. Feb. 28, 1990).
