This appeal presents the question whether the trial court erred in dismissing an information charging disruption of a District of Columbia School Board hearing on grounds that the underlying proscriptive Commissioner’s Order is facially invalid under the First Amendment. Albert Gueory, appellee, was charged with violating Dis*836trict of Columbia Commissioner’s Order 69-684, Section 1(a), which makes it a misdemeanor to intentionally disrupt the orderly conduct of official business of any agency of the District of Columbia government.
