DEVINE, District Judge.
For the second time in as many years, the New Hampshire State Motto, “Live Free or Die”, spawns litigation in the federal court. 1
Plaintiff, “Keep Thomson Governor Committee”, is a political committee that seeks the reelection of the incumbent Republican Governor. 2 Defendant, “Citizens for Gallen Committee”, is also a political committee that seeks to advance the election of defendant Hugh Gallen, the duly nominated Democratic candidate for Governor.
