This is the second motion in aid of litigants’ rights filed by the Education Law Center (ELC or plaintiffs) since the Court decided Abbott v. Burke, 153 N.J. 480, 710 A.2d 450 (1998) (Abbott V). See Abbott v. Burke, 163 N.J. 95, 748 A.2d 82 (2000) (Abbott VP). As before, the ELC alleges that the Commissioner of Education (Commissioner) has failed to comply with the Court’s mandate in Abbott V, and now Abbott VI, and requests that we order specific relief in respect of preschool programs in the Abbott districts, including the appointment of…
