The sworn petition and evidence of the petitioner showed, that, while he was a competent and experienced electrical contractor, “he could not stand a written examination, due to his lack of education;” that he had been able to engage in the electrical business and work in the city because of his partnership with a licensed person; that upon the death of this partner he went to see the city superintendent of electrical affairs, and asked him “what steps should be taken to conform to the rules and regulations and ordinances of the city,” and was informed that he would have to…
