A Superior Court judge, on the plaintiff’s appeal pursuant to G. L. c. 30A, § 14, and G. L. c. 6, § 178M, affirmed the final decision of the sex offender registry board *804(board), to classify him as a level one (low risk) sex offender under the Sex Offender Registration and Community Notification Act, G. L. c. 6, §§ 178C-178P (act), and 803 Code Mass. Regs. §§ 1.01 et seq. (2002).
