Restani, Judge:

Plaintiff challenges Customs’ classification for tariff purposes of a preparation used in animal feeding. The dispute centers on interpretation of the Harmonized Tariff Schedules of the United States (“HTSUS”) and is before the court on cross-motions for summary judgment.

Facts
