This appeal is from the decision of the Merit Systems Protection Board (MSPB) upholding the action of the Equal Employment Opportunity Commission (the agency) in demoting Powhatan S. Bradbie. The agency action was taken pursuant to Chapter 75 of the Civil Service Reform Act, 5 U.S.C. §§ 7501 et seq. (Supp. V 1981). Bradbie appealed in accordance with 5 U.S.C. § 7703(b)(1).
