This case requires us to decide whether a domestic labor union commits an unfair labor practice under the National Labor Relations Act (“NLRA” or “Act”), 29 U.S.C. § 151 et seq. (1988), by seeking the support of Japanese unions in connection with labor disputes involving nonunion employers in the United States.
