Appellant Bernhard Dohrmann appeals the district court’s order denying his petition for a writ of habeas corpus, brought under 28 U.S.C. § 2241. On appeal, Dohrmann argues that the district court erred by refusing to consider his argument that the sentencing court’s initial restitution calculation exceeded the maximum restitution amount allowed under 18 U.S.C. § 3663. Moreover, he argues that the district court erred in finding that Apprendi v.
