The New Orleans Fire Fighters' Pension and Relief Fund (the "Fund") and its Trustees1 (the "Board") in their official capacities (collectively referred to as "NOFF")2 seek review of the district court's partial grant of summary judgment, in the form of injunctive relief, in favor of New Orleans Director of Finance, Norman S.
