PITTMAN, Judge.
This mandamus proceeding stems from a civil action brought in the Jefferson Circuit Court by the Birmingham Board of Education ("the Board") against the Alabama Public Charter School Commission ("the Commission"), and its individual members, arising out of the Commission's order approving-contrary to a previous decision by the Board-an application on the part of "STAR Academy" to operate a public charter school in Birmingham.
