MEMORANDUM OPINION
LAMBERTH, District Judge.
This matter comes before the court upon the parties’ cross-motions for summary judgment. Plaintiff in Civil Action No. 90-1528, Blue Cross and Blue Shield Association (“BCBS”), a not-for-profit organization, is the owner and licensor of Blue Cross and Blue Shield service marks. Among other things, BCBS provides sup port services for seventy-four autonomous not-for-profit health insurance companies or member plans which are located throughout the United States. 1 Member plans issue health insurance policies to individuals as well as groups.
