MEMORANDUM
GASCH, Senior District Judge.
On at least two fronts, plaintiffs in these consolidated cases 1 challenge the lawfulness and constitutionality of various nondisclosure agreements drafted by the Executive Branch to protect the secrecy of classified information. These agreements are embodied in forms drafted by the Information Security Oversight Office (“ISOO”), the Director of Central Intelligence (“DCI”), and the Department of Defense (“DOD”). The forms were prepared as part of a longstanding presidential scheme for restricting unauthorized disclosure of national security information.…
