CARDAMONE, Circuit Judge:
On this appeal an Indonesian bank asks us to reverse a trial court that asserted jurisdiction over it when it failed to make payment on a letter of credit 'that designated New York City as the place of payment. The policy of the United States, as codified in the Foreign Sovereign Immunities Act, 28 U.S.C. § 1602 et seq. (FSIA or Act), is to grant immunity from suit in the courts of this country to foreign states and corporations owned by such foreign states for acts taken pursuant to their sovereign power even though they impact the United States.
