The plaintiff, Claudia Boespflug, trustee of the Boespflug Realty Trust (“Boespflug”), initiated this zoning appeal to annul the Truro Board of Appeals’s (“Board”) grant of a special permit. The permit allows co-defendants, Community Housing Resource, CHR Truro Homes, Inc., and Edward Malone (collectively the “Applicant”) to construct fourteen affordable rental units in a specially designated “Affordable Rental Housing Overlay District.” Boespflug’s property abuts the proposed development.
