The single issue presented on appeal is whether the trial court committed an error of law in substituting its opinion for the decision of the Natchitoches Municipal Fire and Police Civil Service Board in refusing to recuse board member Siggie Silvie.. Joe Sampite is the Mayor of Natchitoch-es, which operates under a home-rule charter. James E. Riechel was the Chief of Police subject to the Louisiana Fire and Police Civil Service Law.
