DISSENTING OPINION BY

Judge BROBSON.

I respectfully dissent. This case presents one of those rare instances where, in the interest of justice, this Court should revisit a prior judicial decision. See Buckwaiter v. Borough of Phoenixville, 603 Pa. 534, 985 A.2d 728, 731 (2009).

In National Rifle Association v.
