I strongly dissent from the majority’s decision to dismiss as premature Philips Brothers Electrical Contractors’ (Philips Brothers) petition for review of the final determination by the Pennsylvania Turnpike Commission denying as unripe Philips Brothers’ protest to notice of the planned solicitation for bids to construct the Commission’s Plymouth Meeting Maintenance Facility (Facility).
