Appellant, Rockford Drop Forge Company (Rockford), appeals from a final order of the Illinois Pollution Control Board (Board) denying Rockford reimbursement from the Underground Storage Tank Fund (Fund) (Ill. Rev. Stat. 1989, ch. ll11/2, par. 1022.13) for certain cleanup costs associated with an underground storage tank leak. The Board affirmed an earlier decision by the Illinois Environmental Protection Agency (IEPA). We have jurisdiction pursuant to section 41(a) of the Environmental Protection Act (Act) (Ill. Rev.
