OPINION AND ORDER
JAMES E. DOYLE, Senior District Judge.
This is an action for declaratory and injunctive relief regarding treatment and conditions at Central State Hospital. Jurisdiction is present. 28 U.S.C. § 1343(3); 42 U.S.C. § 1983. The case has been certified as a class action under Rule 23 of the Federal Rules of Civil Procedure. Plaintiff represents all present and future patients at Central State Hospital who are confined on closed wards in cells that do not have internal sanitary facilities.
