The appellant, Mrs. Jacquelyn M. Fried-sam, through counsel, seeks review of a March 26, 2003, Board of Veterans’ Appeals (Board) decision that denied retroactive payment of dependents’ educational assistance (DEA) benefits under 38 U.S.C. § 3501. Record (R.) at 7-8. She seeks DEA benefits for herself and her three children, Tracey, Jerrilyn, and Alexander Friedsam.
