This appeal requires that we probe the depth and breadth of an employee’s conditional right to privacy in his prescription drug records. John Doe, an employee of the Southeastern Pennsylvania Transportation Authority (SEPTA),1 initiated this action under 42 U.S.C. § 1983 against his self-insured *1135employer, alleging that the defendants violated his right to privacy.
