MEMORANDUM AND ORDER
MacLAUGHLIN, District Judge.
This case presents the issue whether establishment of a Job Corps center on the former campus of Bethel College and Seminary in St. Paul constitutes a “major Federal action significantly affecting the quality of the human environment.” National Environmental Policy Act of 1969 (NEPA) § 102(2)(C), 42 U.S.C. § 4332(2)(C). If so, NEPA mandates preparation of an environmental impact statement by the responsible federal official.
