The principal question raised by this appeal is whether an owner of property appropriated by or in behalf of the Commonwealth of Pennsylvania through condemnation is entitled to damages' for delay in payment of the sum ascertained to be reasonable compensation for the property so taken. The learned judge of the court below answered the question in the negative.
