Background
Before the court is an action initiated under 42 U.S.C. § 1983 by Charles Turiano, who is presently incarcerated in State Correctional Institution-Huntingdon (“SCI-Huntingdon”) in Huntingdon, Pennsylvania. During the time pertinent to this suit Plain tiff was a pretrial detainee in Huntingdon County Jail (the “Jail”) in Huntingdon. Plaintiff names as defendants (each sued in their individual capacities): Fred Schnarrs, Jail Warden; Duane Black, Jail Deputy Warden; and Richard Smith, a Jail corrections officer. (Doc. 14.)
