Carlin, Archivist of the United States, National Archives and Records Administration (NARA), under Title VII of the Civil Rights Act and under the Rehabilitation Act, alleging (1) race and/or sex discrimination, (2) disability discrimination, (3) retaliation, and (4) what she calls “ ‘Protected Class Plus’ Discrimination,” Aplt.App., Vol. I at 17.
