T1 Glen Hereden seeks review of the order entered by the three-judge panel on his claim for benefits from the Multiple Injury Trust Fund. Mr. Hereden contends that the three-judge panel erred by not considering pre-existing impairment in his left eye in deciding issues of material increase and permanent total disability.
