This case concerns the “mandatory reporter” system of New York State, through which certain professionals are required to report suspected child abuse to the Statewide Central Register of Child Abuse and Maltreatment (“State Central Register” or “hotline”). 2 Plaintiffs are two children who allege that Defendants Dr. Patricia Monroe (“Dr.Monroe”) and Adirondack Internal Medicine and Pediatrics, P.C.
