The issue this case presents for resolution is the propriety of entry, by the Court of Special Appeals, as a consent judgment in settlement of a contempt case pending appeal, of an order that is inconsistent with the consent order filed by the parties. In September, 1999, the State filed in the Circuit Court for Washington County a petition for contempt alleging that Derrick D.
