NEWMAN, Judge:

The recent enactment (effective November 1, 1980) of the wide-ranging Customs Courts Act of 1980, granting substantially additional jurisdiction to the new United States Court of International Trade, inevitably will give rise to numerous areas of litigation. Indeed, this matter of first impression is typical.
