VANCE, Circuit Judge:

Employees Welfare Committee (EWC) 1 appeals from an order of dismissal by the United States District Court for the South ern District of Florida. 2 EWC’s action as filed sought declaratory relief, an accounting, damages, and injunctive relief for the alleged tortious conversion of its property by Miami Postmaster, E. H. Daws.
