Petitioner “Alliance”, comprised of approximately 30 tenants residing in the respondent’s apartment complex, commenced this Housing Part (HP) proceeding seeking various forms of affirmative relief and damages, resulting from alleged hazardous conditions in their apartments including water leaks, deterioration of walls and ceilings, interruption of water service and defective electrical services related to the wet walls.
