This is an appeal from an order refusing to allow the Philadelphia School District to intervene in a statutory appeal involving the Liquor Control Board.1 The material facts are not disputed. On July 10, 1995, the LCB granted an application to transfer a liquor license from one location to another. On July 31, 1995, Rick Snyderman, who resides within 300 feet of the new location, appealed that ruling to common pleas pursuant to section 933 of the Judicial Code, 42 Pa.C.S. §933(a)(l)(v).
