The instant administrative appeal comes before this Court following the decision of the Montgomery County Planning Board (“the Board”), appellee, to approve a preliminary plan for resubdivision of property on Gainsborough Road over the objection of Albert Arking and other homeowners in the existing neighborhood, appellants.
