FISHER, Judge.
Petitioners Richard G. Hatcher and Ru-thellyn Hatcher appeal the final determination by Respondent State of Indiana Board of Tax Commissioners (State Board) of the assessed value of their property for 1985, 1986, 1987, and 1988.
