¶1 King County’s Wastewater Treatment Division of the Department of Natural Resources and Parks (Wastewater) began plans to build a wastewater treatment facility, and the project underwent environmental analysis under the State Environmental Policy Act (SEPA), chapter 43.21C RCW. A citizens’ group has pursued administrative appeals of multiple environmental impact statements (EIS) that have been published over the course of this project.
