(“First City”) 1 appeals from a judgment dated March 31, 1997, entered in the United States District Court for the Southern District of New York (Jed S. Ra-koff, District Judge), granting defendant-appellee Central Bank of Iraq’s (“CBI”) motion to dismiss First City’s complaint.
