The plaintiff, an equal opportunity specialist at the University of South Florida (USF) in Tampa, brought suit under 42 U.S.C.A. §§ 1983, 1985, 1988, and 2000e alleging sex discrimination and retaliation for activity protected by the first amendment and Title VII of the 1964 Civil Rights Act. She sued a number of defendants. As to the Florida Board of Regents and James H.
