Federal courts are courts of limited jurisdiction — and those limits demand strict adherence. As we explain below, the petitioner crosses this jurisdictional line.

The petitioner’s claims of error can be divided into two tranches. The first tranche involves an agency decision under the Nicaraguan Adjustment and Central American Relief Act (NACARA), see Pub.L.
