Plaintiff, a citizen of Texas, and claiming to be the owner of a mineral lease on approximately 3.23 acres of land in a solid body in Gregg county, in this district and division, by amended bill filed herein February 10, 1936, sues the defendants, members of the Railroad Commission of Texas, citizens of Texas, and alleged to be residents of the Western district of Texas, and E.
