In 1994, this longstanding lawsuit — in which the plaintiffs, who represent African-American employees and applicants, charged the defendants, the Alabama Department of Transportation, the Alabama State Personnel Department, and their officials, with racial discrimination in employment — resulted in a partial consent decree, called consent decree I, settling what all parties agreed were race-neutral class-wide issues.
