This matter arises from an application filed by Petitioner, Rivada Networks (“Ri-vada”), pursuant to 28 U.S.C. § 1782 seeking permission to serve two subpoenas in the Eastern District of Virginia to obtain documents and deposition testimony for use in both a constitutional appeal and a potential civil lawsuit in Mexico.
